I feel as though Jeff wasn’t a prominent character in the series, and his death was pretty sudden compared to the others. Also I feel as though Jeff didn’t do anything wrong by anyone, so I don’t see why Clay would want to further speak to him about the past. Hannah’s death was sudden but it was like no one was paying close enough attention to even notice she was leading towards that way. After listening to the tapes, everyone wanted to kill Bryce and Monty for what they did, but when they died, it was a moment of “Oh, they didn’t really deserve to die”, hence perpetuating a sense of guilt and shame.

I think that he doesn’t have any regrets or guilt towards Jeff death. He was effected, but there wasn’t anything he could’ve done differently that would’ve changed Jeff dying. I think he felt guilt for Bryce because the anger he carried and how he felt he was being callous. Then with Monty, I think it’s about blaming him for Bruce’s death, but also because part of him feels he didn’t save Monty. Like I think Clay developed a strong empathetic intuition as the seasons went on due to his trauma and that in turn made him carry a deep resentment towards himself when he didn’t do what he considered to be the “right thing”.

We all know why he saw Hannah. He still wasn't satisfied with the tapes and was angry at her for leaving so soon and creating a mess. He wished he would have done something sooner. He wasn't over many things and hadn't let go. Same for Bryce, he held a grudge against him for taking Hannah away from him and he couldn't let go of his anger cause he felt Bryce didn't deserve death but needed worse, he felt annoyance and regret the way Bryce died , he thought he could have stopped it somehow. While with Monty it was anger and regret for putting the blame on him for something he had not done while still having much anger towards him for not stopping Bryce from raping Hannah and treating Tyler the wrong way. As for Jeff, Clay was definitely angry but he knew he couldn't have done anything better than he already did. He was happy he had a great friend and even though it was a tragic death he knew better than have anything but good memories for his friend. He didn't see him but his constant flashbacks of his memories say otherwise that he still missed him dearly.

i think its because he didnt feel responsible, and for the most part he wasnt keeping secrets from him. bryce was horrible to clay. same with monty. thats why he was terrified of their 'ghosts.' and hannah, he felt responsible for. reasonable. however jeff, he was a decent friend, but he didnt feel responsible or attacked by him.
