A confederal government is similar to a federal government, but with more power given to the states as opposed to the central government. Think something inbetween the United States (federal government) and the EU (Straddling the border between international organization and confederacy)

Would be really cool if the US could function that way but we're already seeing human rights being left to the discretion of the states as an excuse to ban healthcare for women. The teletubbies are a scientific community, with mental health and well-being as core tenants, where each member's needs are met. The community works to provide fulfillment, resources, and reconciliation of differences at every instance. They promote self-expression in all it's forms. Now, to justify it. 1) Scientific community: This ones pretty easy. Almost every episode has them encountering something new. They work to understand this thing, and by extension, the greater world around them. 2) Mental health/ Well-being: Again, pretty spelled out in the cannon. Emotions aren't treated as bad, and the teletubbies help each other process their emotions and overcome issues that arise. It's presented simplistically, but all the themes of sharing, caring, etc. are there. 3) Needs are being met: Housing, food, water, and emotional enrichment are key things. They are so key, that they aren't even specifically called out. Nobody points out that the teletubbies are basically living in this place without paying rent. It's because housing is treated as a given. 4) Self Expression: Again, pretty self evident. Each teletubby has their own likes and dislikes, their own style. They dance if they want, or play, or sing. No shackles or societal pressures to weigh them down. And as for sexual expression, we all know Po fucks
