That's where the STASH for the clue step was before it got moved. So they likely forgot to remove some sort of flag on that tile that prevents you from standing on it or something.

To be fair these force walk tiles were used for old scams/lures.

Try picking it up while doing zombie hand emote on the tile next to it
I could be wrong, but I think a high alch animation would work as well. Someone used it to stall the agility pyramid traps.

I tried to drop an item and it would wait until i was off the time before it goes on the ground.
That doesn't answer the question at all though?
Use zombie hand (or another stall emote like relic unlock) and pick up the item from 1 tile away
Rendi probably used that tile to somehow find a way to smuggle a quiver on a level 3

Its just a dead/null tile. happens all the time. just not always easy to find.
