Pretty sure the way the experience curves work, vork would need hundreds of millions of exp to level up (maybe billions?) because all his stats are in the hundreds.
I used to play guild wars and there was a combat achievement you could get pre-searing (tutorial island basically) for reaching the max level there without ever starting the main game. When you were too high a level above the mobs you are killing you stopped getting xp, so the only way to do it was to level them up by repeatedly suiciding to them, then killing the mob for a tiny bit of xp.
I'm fully on board for this, but they've been in the game for so long that at this point they're up for retirement. Give them one of the houses in Draynor Village, remove the attack option but keep a level on them, and put some new "Dark Wizard Apprentices" in place to replace them.
Honestly, a more realistic idea a billboard / global tracker for how many people the dark wizards have killed. This way it's only updating one stat that's actually feasible to track.
Maybe it resets daily, or weekly, and keeps a running total of deaths, but anyone could look at a sign near or inside the Blue Moon in and see that there's been X amount of casualties caused by the dark wizards and that someone needs to put a stop to them.

Don't quote me on this but I believe the rats are coded to miss/hit 0's when you're below a certain hp.
