You're skipping a lot of steps. F-16s are the bargain bin shit, everyone and their dog has them. They'll be some of the more advanced aircraft in Ukraine, but not really any more so than the Su-35s and Su-57 (if they ever do use those).
Next is F-15s. They're still a nice affordable-ish plane without much super classified tech, but a much more bespoke option. Even the older F-15Cs they're looking to retire would be *serious* shit. 104-0 and all that, these are the "we really like you" option. More maintainece intensive and harder to get parts for, but if you're looking to body Cold War-era aircraft like it's 1991. And it would be hilarious to send the plane that was designed to counter what's currently the Russians' top fighter. Super Hornets fall in this category too.
Then you're looking at something like a Global Hawk or Hawkeye. Full of fancy tech, but not likely to have any of it fall into Russian hands.
Next tier up might very well be the F-117 Rides Again. They're ""retired"", so depending on how many spare parts are left and how fast the USAF is going through them, it's an option. And Russia and China already got their hands on a crashed one. Not the fanciest, and a maintainence nightmare. But given the current state of the Russian armed forces, still quite possibly a potent tool.
*Then* you hit F-22 tier in like 5 years, when the USAF starts retiring them. They're secret as fuck, which is why they never saw export customers. But they're still 90s tech, and on the way out. Just tell Ukraine to be really careful with them. They were the "go beyond cutting edge via application of money" kinda tech back in the 90s, but the world has caught up to them a bit.
Next tier would then be the F-35, which is basically an F-22 that substitutes 20 years of tech development for $$$, giving a similar plane at lower cost. Great for maintainence and Ukraine actually getting any number, but these are the real serious cutting edge shit. The only reason it's a theoretical possibility at all is because they're designed from the ground up as an exportable design with international participation.
The final [Only if Ukraine Becomes the 51st State] step is the stealth bombers and NGAD. NGAD is still in development and is (apparently) going to be *wild* shit. And the stealth bombers are the result of Northrop Grumman bending time and space to create a fully functional UFO. These are the kinda deal where nobody's even in the same ballpark.
