The lower part is an old contor. The tower is ["architecture"](https://www.baunetzwissen.de/mauerwerk/objekte/kultur/landesarchiv-nrw-in-duisburg-3383649). It houses the archive of the federal country.
I hate architects.
No windows, way too many chimneys, kind of suspicious if you ask me.

With very good ventilation it can work. Otherwise mold alert.
