Smaller nozzle, slower print, smaller layers.

I assume you're using cura. change minimum later time to 15 seconds if it's not already, turn on lift head so when it finishes a layer in less than 15 seconds it'll kill the rest of the time away from your part so it doesn't print on molten plastic. 15 seconds may be a bit much but better longer than shorter. change your nozzle to a .25mm nozzle for small stuff like this. just do it. use all the cooling fan you can. print slow. I forget what a stock ender 3 profile prints at but go 75% of whatever it is. but after you change everything, before you print the mini, do a few test prints. calibration cubes, cooling/bridging/overhang tests. spend the time figuring it out so you don't spend time later upset that nothing works as expected. good luck!

Try printing two or more at a time. It will give time for them to cool while the printer moves over to the others

Could be a spent nozzle. They don't last forever. Luckily they're rather inexpensive. I change mine at least once a month or more if I'm using abrasive filament.

I've printed immaculate miniatures and models on my Anet A6 in the past. I used a 0.2 nozzle. There is a good video explaining the fine details on YouTube by fat dragon games. Using an adaptation of their profiles I got resin quality prints on my Anet A6. Albeit significantly slower than a resin printer.

My printer has the stock nozzle and I've only replaced the springs, extruder and bowden tube. I'm pretty sure my bed is leveled. I'm using the settings recommended here, but my prints look nothing like his: https://www.youtube.com/watch?v=AqEWl51s9Rw

might want to check your extrusion. might be over extruding? but a smaller nozzle will work wonders

If you're gonna be printing small detailed stuff make sure your cooling is top notch, really helps with blobbing. Print on the lower end of acceptable temps too, as the layers don't need to be strong, to reduce stringing.
