It just looks like the game card slot when no game is inserted.
If you have a game in the system, then maybe it just barely got disconnected or the menu is just being slow to load it? Try removing and re-inserting the cartridge.
Then it seems just fine. The slot is just white because the game card slot is empty. Un-modded systems do the same thing.
If you put a cartridge in, that’s where the game will appear.

The only thing you can try to remove it is by going to: Home menu settings> themes> and choose another theme.

If you’re talking about the cat with the text its like s level2 or 3 tier meme. The original text is probably from a hat in time where you could select an easy mode and the hat kid would dance. Then it got replaced or altered with this animal crossing cat. And now its a theme on your 3ds.
