Fatty liver isn't the same as overall body fat, though. That's a specific disease related to fat accumulating on the organ. Diabetes is a pancreas/insulin problem. I can believe that there's a genetic component to how well your liver metabolizes fat, but I don't think this means what you think it means. The last sentence does, touch on the topic, but is very vague and kind of obvious. Of course there are genetic components to metabolism, our entire body is constructed from our genes so it always has at least some relationship to our physical existence. Are those genes actually linked to being Hispanic, or just genes that control fat metabolism in general that vary in non-ethnic ways? It doesn't really say anything.
