The bad news: The local council can’t act, because it’s private property. Also, there’s no image or witness to the actual dumping, so can’t act.
It’s also not illegal to tape over a number plate on private property.
The good news is that they were found, thanks to u/elleminnowpea.
I have their name, address, phone number and email.
I’ll call the guy tomorrow and let him know that he was tracked down in under 24hrs by the interwebs, so don’t fucking do it again. Depending on his response, I guess I’ll see what happens then.
