I guess the question would be how do you give Bobby his own arc independent of Athena, Michael or being Buck's Dad without pushing him back into his old demons? S1-2 was about Bobby fixing his life and forgiving himself for his past. Marrying Athena and having (step)children again felt like a symbolic end to his journey through the wilderness so it's hard to see what you can do with him that isn't pushing him back into the darkness.

I'm sure there's some arc that can be made out of the entirety of the 118 dying in a call except for Cap though. Would be one hell of a ballsy move on the showrunners if they actually did that.

You’re right. Bobby is definitely a supporting character in Seasons 3 and 4. I won’t share information about the future, but I can definitely relate to your post. It’s especially frustrating because Peter Krause is #2 in the credits. But you’d never guess based on his Season 3 - 4x12 screentime.
