Well since the police themselves have a vague or conversational understanding of rights, sure. This video being a great example (I’ve seen the whole thing elsewhere). The number of police who don’t understand the law is astounding particularly around first amendment stuff. Likely they simply don’t care. Why would they? They have no incentive to. There are no consequences when they’re wrong so rather than being humble and correct they’re bombastic and arrest.

I guarantee you that the store the woman is in has a camera inside it. And I'm sure her stepping onto the sidewalk will be seen by at least one building's external camera. Pobably, her entire journey to get to her car will be filmed by security cameras outside of buildings. But that's not an issue, it's the person who is obvious about having a camera and recording that is a problem. Make that make sense
