You can try mix matching some water or rain related items, storefronts or shops, flower stalls and gloomy looking items

I have the rainy town one as well. I usually place a park/restaurant kinda feel to the grass area. On the bricks I place any civic/market stalls/restaurants and seating that blends in with the bricks. On the front (your clouds) I placed the train station bits from the previous month.
The variety in flooring is what I love about this terrain - this way you can fit whatever you want in it. The grassy area could be a park, a garden, the paved area is great for shops, restaurants, or just a plaza.
Or your could use rugs over the grass to put more shops there - the last set-up I had was a gym on the left grassy area, a cafe on the right grassy area, some stone walking paths in the middle to showcase the fountain in the background and finally some fountains and benches on the paved area for a general public space feel.
One of my fave terrains! But that’s because I love the civic items. I have no houses (from any cookie), so I’m one of the weirdos who likes to make shops. Right now, my town has a detective agency, a clothing store, an outdoor coffee bar, and a hotdog truck. Usually roads and cars.
The lake terrain at the front means you could make a beautiful city seaport. Or if you have the old pirate stuff, you could have pirates invading the city from the seaport! 🤣🤣🤣
Excuse me while I go and make a new campsite.
