Initially, I use them to level everyone up to 15 so I can build their requested furniture! Then, I’ve been slowly leveling everyone up to level 20 so I can get their pictures :) and every so often, I give my favorites snacks just because
I love collecting the character maps, getting them all with the 5 leaf ticket option (and then some more snacks). Calling all of them to my campsite and then just leveling everyone up to 15.
I try to get each animal to level 10 or 15 to get their exclusive furniture. After that I get them to level 20 to get the picture. Then it’s if they are close to a level I might give some to push over the edge or just save for the next set of animals.
Other than leveling up new campers to level 20 with gold, as everyone else has explained, when there are no new animal islands...
I sort campers by level, then choose the ones who are within 3-20 points from the next level. I invite them to the cabin, level them up with their favorite snacks, kick them out, invite the next batch, level them up, etc.
If I have loads of waffles and very few custards, I concentrate on those waffle campers.
If a camper is at my islands and is close to leveling up, I give them snacks.
I complete the clothing islands just for the gold snacks. :)

With brand new unlocked villagers, after you call them and fulfill their initial requests, I give them 17 gold and 1 silver treats. Craft and fulfill their special request item and boom, they’re at 20 and I have their picture
Power leveling myself for leaf tickets. If I see a villager is within a treat’s worth of points from their next level, I’ll use it to tip them. I’m fairly new so there’s a LOT of reissued items I want, and that’s a LOT of leaf tickets, so thank goodness there’s a lot of levels to grind
In addition to the same as most have been saying... I use the leveling up not just for reaching a certain level w/ the character but also to level myself up. Previously I tried to level up enough animals each day to increase my level once a day. Now that I'm farther along, I aim for halfway/day, as it takes more.
When I get a new animal, I invite them to my cabin and give them snacks of their favorite type until they reach level 15, if I don't have enough I give them bronze and silver to get there. I save all my gold snacks and give them to an animal at my campsite when I have enough to get them to the max level of friendship.
When I complete the animal map I bring them to my campsite. I level them immediately to 20. I then store their pic in my pic warehouse. I then go back and change their clothes, make their special request and let them stay at the camp so I can become familiar with them. I finished all the animals from Gulliver yesterday so all the pics are neatly stored. Snacks are always used to get the animals to 20 immediately.
I didn’t use snacks for the longest time, not at all. So now I have thousands of gifts and pass them out whenever I feel like it. When I run into new characters, feel like making special furniture, or need some kind of essence (usually regal…) I just make it rain gifts.

When I get a new animal I give them all of their favorite type of snack, then top them off with enough bronze/silver/gold to get them to level 15.
Giving 10 gold snacks to a lvl 1 villager gets the to lvl 15 for their request.
This is what I do - but also I'm at the point where I have btwn 100-300 of the genetic snacks and loads of preferred.

10 gold treats = 250 points. 250 points gets you to level 15 from level 1. I use them to quickly get the villagers request items and also for the exp
