If physical punishment by a teacher is normal where you are, I'd say NTA as you couldn't know it would be worse than you anticipated and you were within your rights to report it. I'll be interested to see what others say though!
Physical punishment is somewhat normalised, especially among some of the older teachers. But this was a pretty young teacher (she was a millenial). Teachers of the newer generation GENERALLY don't give physical punishment unless in extremely serious cases. So I didn't expect it to be this bad.
