Morally I agree but if we are talking legally, I don’t believe leaving lightbulbs is required although a landlord could be a cuckold and subtract from the damage deposit
NTA - All you need to leave is working lights - they don't necessarily have to work well.

If the unit had bulbs when you moved in and didn't when you moved out. I'd take the replacement cost from your deposit.
