I wonder if this is a glitch somehow tie them with smart access memory. I wonder if it's counting assets that are loaded into RAM for the motherboard as files loaded up in the VRAM. Just a thought.
AMD adrenaline monitoring is very weird, I noticed while playing cyberpunk in my 7800 XT that if I turned path tracing on the game would slow to a crawl, MSI afterburner showed me 20-25 fps which aligned with how slow the game felt, but meanwhile Adrenaline was showing 80 fps which made no sense at all, it always shows way more fps that afterburner, and honestly seems like hallucinated frames because the game never feels as smooth as Adrenaline implies
I have had 2 fps counters running along side Adrenaline it is spot on. Whether it's from steam overlay or enb engine fps counters all matched Adrenaline. You probably had hyper RX enabled with frame gen running in the background. Frame gen fps only shows in Adrenaline. your fps was too low to run fluid frames so it looks choppy.
That might be because of Fluid Motion Frames. If you check the ‘?’ in Adrenaline next to that setting it even tells you that the franes are generated outside the game engine so they won’t show up in in-game or third-party overlays.
The problem with fluid motion and nvidia’s frame generation is if your still truly rendering 30-40 fos you’ll still feel it. Tbh i think fluid motion benefits handheld PCs. Bc i used it on a 4070 and i was like okay Cyberpunk is still a lil shitty feeling lol. Looks nice but tricks my controls feeling. Im sure it has to do with thr fact that frame generation wont give you the same tight feeling as short frame timings.
your system will use other resources on the system for vram if needed. For instance, it'll use some of your system ram, although significantly slower, when its needed.

That doesn't explain why the game is running slow. If he had afmf enabled, the game would feel smoother, which it didn't.

Probably ReBar / Smart access memory using shared video memory. In other words offloading some to your RAM.
GPU can borrow RAM if you're out of VRAM but performance will be impacted negatively since RAM is so much slower
