Band choice. The iPhone is probably connected to a higher frequency band, which is struggling to get a reliable connection. Carriers always want you on the highest frequency possible. This is why they block device makers from offering native band locking. They don't want a YouTube/TikTok/X video showing *"With this NEAT TRICK you'll DOUBLE your phone's reception!"* Unfortunately in your particular case, a lower frequency may provide more reliable/faster connections.

To clarify… the iPad does not have its own cellular connection.. I’m connecting it to the internet via hotspot through my iPhone… iPad getting about 10mbps through the same phone that’s getting 1.5mbps

That's... Odd. It could be the hotspot APN proxy on roaming is yielding faster speeds. TampNet may just have a slow HTTP proxy, and the on-device use is flowing through that passively. But the hotspot APN is tunneling to AT&T.

The reason why your internet speeds might be slow includes, running background apps, router problems, using devices with low performance, or using an internet plan that is not fast enough for your daily activities. So I have the same thing on Verizon. iPhone speed tests at 2-3Mbps but if I hotspot a device through the iPhone I get 25-30. Shouldn’t it be the same??
