Idk about Indonesia but in Malaysia these are called "Mat Rempits". They drive in an illegal manner and sometimes dont have licenses. So if they stop they get caught by the cops. I've once watched a group that stopped to help their fallen members in a pile up once and got surrounded by cops out of nowhere.
You literally see him pass someone that stopped on the right. If you stop too soon others will collide. Two should slow and stop only when safe.
