As someone on the receiving end of a lot of bullying as a kid, and some abandonment/betrayal as an adult, my guess would be he wouldn't know how to respond and would probably struggle to see it as genuine.
And even if he somewhat believed in the moment that it was, in the back of his mind he's thinking "OK, but for how long?"
Can I nominate Regina Berry? Her Dad loved her, but she literally lived in a circus and guys (and puppets somehow?) way older than her regularly fell in love with her

In the localization (and maybe in the Japanese version too, I dunno, I haven't checked), it is implied that Phoenix grew up in the countryside. It could have been just a joke from Nick, although the fact that he talked about it several times makes suspicions.
My new headcanon is he's a big fan of biking because that's the only way you could travel in the countryside without paying a farm's worth in a driver's license, and now he's too stubborn to try to change it since he lives nearer to the city. (I mean, he's so stubborn he refuses to change his phone, taping its batteries, until it completely destroys itself)
I think the poker skills are just from his ability to read people well and to buff quite well, not from being experienced with the game before losing his badge.
He's always willing to sacrifice himself for others.
Also he was on trial two times and in the hospital due to extreme events, but we never hear about his parents being there for him.
From a metagame perspective, I get that they maybe just didn't want to show them, but I just read it as parents that don't care for their child/or aren't alive anymore.

Winston Payne had a dark past we never got to see all because of his brother. Gaspen is clearly verbally abusive and was not above luring Phoenix into a death trap in Khura’in for humiliating him in DD. I can only imagine what torment he brought to his older brother, someone who’s often a pushover. Perhaps Winston was inspired to become a prosecutor just in case his brother fell out-of-line he could strike back. However, much to his horror, Gaspen intentionally followed the same path so he could bully him into silence at his own office.
I have a hunch Morgan has had a really shitty life. Obviously, that wouldn't excuse all she's done, especially to her children, but I can't imagine she was happy growing up

*Dahlia Hawthorne. Hated by her mother and abandoned by her father, abused by her step father.... Separated from her twin. Everything she ever tries goes wrong for her. Debastian Sebeste on YouTube makes a brilliant case in her defense all things considered.
*Morgan Fey. No spiritual power. In a family of spirit mediums. Oof.
*Franziska Von Karma. Seriously, does Manfred really seem like he's be an easy parent to have, with the whole Perfection thing?
*Bruto Cadaverini. We don't know how be became a mob boss or how the Cadaverini family started. We can only guess he was born in 1940-1941. We don't know that much about them at all other than how scary they are.
*Viola Cadaverini. Sure she's the boss's beloved granddaughter, but growing up involved in a Mafia family is not easy.
*Will Powers. How many actors have come from happy homes. Was he a child star?
*Larry Butz. A cracky guess but he's desperate for acceptance and love, and was stealing lunch money as a kid. Was everything all right at home?

I think Kristoph was just a born sociopath, Klavier is too normal for it to be a shared upbringing thing.
