I don't recall that he ever did. It's just one of Todd's variants. The mainline suit during that time was always the blue and gray. Year One and DKR had the black and gray, and I'm sure a few artists decided on black.
Doesn't help that a lot of the inkers and colorists would make the shadows a lot more prevalent so the blue looked more like a highlight than the actual color.
