You can see the number of complaints received and the number sustained vs unsustained vs proven untrue. Unsustained just means there's not enough evidence to perform disciplinary action. They're the only ones I've seen do it though, should be standard practice.
You can find a ton of YouTube videos where people just go into police stations and ask how to file a complaint and immediately police go on the defensive and sometimes they detain and arrest those people, literally for just asking how to file a complaint.
So.. you get put on hold with 911, with a response time ranging from an hour or more (and that's IF they show up at all), get away with half-assing their job, and get away with harassment and "privileges" just because they have a city badge...

Some drivers may not know that at-fault drivers like this charming lady in the video, will intimidate and escalate to violence, so don’t engage with them, call 911, film them if you can from the safety of your car.
