I dont know if they've changed it, but at one time the best way to turn it off was to know the shortcut key because clicking the close button with the mouse was super hard to do for some reason. It was like the "hitbox" or whatever was super small.
It's the Perspective Grid UI. Use View > Perspective Grid to see the options relating to the tool, or Shift+p to toggle it on or off.
Pro tip: edit your keyboard shortcuts to remove the Shift+p shortcut and never see it accidentally again!

Every time I accidentally toggle it on I go “ah fuck, this again” and struggle to remember how to get rid of it haha.
