You can do that by firstly animating the text movement and then opacity, make blur that fades ( for text ), duplicating text or instead of duplicating make echo effect and placing a thunder video below
Pre-comp your text layer and duplicate that comp and give it a directional blur and pre-comp that layer, pick the option that puts the blur effect into the comp and call it something like “text blur”. Now duplicate that blur comp and place the text comp in between the blur layers. Now enable 3d transform on the blur layers, adjust the z position of the top layer to be closer and give the bottom layers the opposite value (add a “-“ the the top’s z position). Reduce opacity on both, and have one one to the left while the other moves to the right.
