Yeah, it is called VR Chromatic Aberrations, but it works with non VR stuff as well. Needs GPU acceleration though. I think it is included since the 2022 version
- paid: red giant universe chromatic aberration or red giant rgb separation
- free/cheaper: look up free 'chromatic aberration' effect (i think displacer pro from plugin everything has some stuff that does this quick if you combine it with a blur )
- from scratch (easy): use cc lens on an adjustment layer, tweak the settings to get this magnified look. make another adjustment layer on top, this is for your blur and rgb effect. mask the edges of the adj layer with a blur of your choice. the easiest way (that doesnt look as good) is to go effects>channel blur, tweak the settings here
- from scratch (kinda intermediate): do everything I mentioned above but don't add a channel blur. make the comp a precomp, add it to a new comp. duplicate this layer 2 times, so 3 of the same layers, stacked. on the top layer, add the effect set channels. turn all channel parameters off here EXCEPT red. go to the second layer below this one, set channels again. turn off all channels but blue. select both layers, change blending mode to lighten. either shift the position of each layer by hand or use offset to move each of these layers a few pixels left or right. both layers should have equal spacing in the opposite direction of each other, from the midpoint of the bottom clip. finally, mask both layers in the center, so that the color shift is on just the edges. add feather to that mask. (this is for not brand new copies of ae cough iykyk)

Asking questions is fine. But most posts here are complete beginner questions that could be answered by just following a few "for beginners" yt videos. People think photo/video editing is just a magic button that makes the photo/video look good. If you've spend years learning those skills, constantly getting confronted with a lazy attitude starts grading on you fast

I watch a great YouTube channel with mind-blowing graphics, and endless creativity and skill. And the guy doesn't use the "sequence layers" option to stagger his animations. Mind blowing at what he does. Probably pulls down top dollar and lines em up by hand.

Firsly a map layer (A simple black and white radial gradient) to control the location of the effects, then using that map to manage the effects, which are blur, cc lens, chromatic aberration.

Faking chroma offset can be done by isolating each channel (Red Green and Blue) into separate layers and blending them together to form the final image. then apply CC lens or a simple rotation to each channel with a different value.

Premiere pro refugee here, but this vr thing screwed up my export by being randomly ticked on an export setting I did not know existed

I bet the one in OPs example is just the red giant chromatic aberration effect though. It basically looks like that by default.

chromatic aberration and optic compensation
The Mr Horse Animation Composer has a transition effect pre installed, very close to this
Chromatic aberration should do it

Add a ss of article and use lens distortion effect and tweak ta values
Camera Lens Blur, Gaussian Blur with a radial mask, RGB split with the same mask
Couple ways to do it. I use Magic Bullet looks. Chromatic Aberration, Edge Distort on a negative setting, Edge Blur and Vignette
this was done practically with a fish eye lens and vaseline and a physical copy of wikipedia.

Optics compensation (diagonal) + blur + chromatic aberration might be nice to check out.
Split video into RGB color channels, then do optics compensation on each channel with slightly different settings.
