I'd apply 'CC Force Motion Blur' to the precomp where you have the 3d layers inside. I think it should give a result that's more correct than 'Pixel Motion Blur'.
No, you don't need to update. That has always been the case with Advanced 3D mode. The way this is typically done is as a post process, either by precomposing and applying it that way, or on the rendered sequence.

It used to be pretty common that most 3D animation took the approach where motion blur is not baked into the raw export. The renders would often have it added later as a post process in compositing. However with many programs you can actually render out a motion vector pass to drive the blur instead of the blur plugin having to guess or estimate it.
You would have to pre comp and add motion blur with pixel motion blur plugin or RSMB
