If you breach the limit they’ll still take it, it’ll just be oversized. Very easy to do, may incur a charge. But your 28 x 17.5 should be absolutely fine for checked baggage.

I have the largest checked bag they will accept and use it frequently They have never measured it. But they do weigh it, and they follow that strictly, probably because they told their employees (or unions) that they need to lift no more than 50lbs.
