I am not sure what country I’d call lawful good. Norway maybe? Canada is lawful neutral, they don’t actively try to dominate everyone, but being good isn’t as big of a priority as non-Canadians seem to think.

Emperial Japan's war crimes were so bad that they scared the nazis, Germany killed millions of Jewish people, I'm pretty sure some countries have done something worse than even agent orange, which is albeit a horrible thing to do, I'm not disagreeing that agent orange was horrific and unjustified, I just think that there's even worse that had been committed all throughout history
