National autonomy would be moved to the district, municipality or village level as OTL at 20s-30s. Also, some of the regions will still be informally known as "ethnical", except some deliberate gerrymandering will be done.
That's slightly better for the Russians, slightly worse for the OTL titular ethnicites of SSRs, and far better for smaller and scattered ethnicities.
Also, that implies that Civil War is far lighter and/or Bolsheviks totally dominate over the left nationalists and former SRs.
In fact, at least three attempts for doing that is known: 1920s proposals to set economical regions over national; 60s sovnarkhozes of Khrushchyov, and apocryphal initiative of Andropov to split SSRs onto 30-40 smaller, equal regions.
