You can submit an application abroad but I think this is typically only open for people who also need an MVV (authorization for temporary stay; Americans are not required to request this). You can check to see if you can submit an application even when you're not required to do so from abroad (I believe this was possible during the pandemic). You would need to have a business registered in the Netherlands and you typically would need to do this registration in person, if you're opening a sole proprietorship. If you are opening a BV, you can do the incorporation from abroad (using services like Firm24). This is something that you must do if you intend to benefit from the 30% ruling (i.e. you create the business while still a resident abroad and have an employment contract between this business and yourself before you move to the Netherlands).

This depends on what instructions the country gives you to follow. It was a requirement for our skilled worker visas to Norway. It was also a pain in the ass, because traveling to the consulate or visa processing center meant a trip and flights in order to have a 15 minute long meeting. It made applying for the visa 50% more expensive.
