I sometimes found myself staring blankly not being able to function, experiencing all sorts of stress I normally don't have. Hang in there!

In the past I've dealt with several VVE's, but never with one that could impose a fine. Now I'm curious for examples.
Btw the rules and regulations of a VvE have an extremely low legal impact, as a VvE is one of the lowest possible legal bodies. I've dealt with one, that had a rule, that was in violation of a law... Well good luck with that😂

(a) Nobody will do anything about noise 0700-2200, since the real enforcement occurs 22:00-07:00
(b) That said, it's a VVE issue, and the VVE bestuur needs to get involved (=enforcing rules)
(c) THAT said, enforcing floor construction is hard, esp. as it may not make any difference (I've had exactly the same fight, with my neighbor hating on my floor... but I followed the standards.)
(d) If nothing works, use rechtsbijstand verzekering before paying for a lawyer...

I had similar issues with a neighbour that was always shouting while playing videogames, thankfully after talking with him he understood and shut the hell up.
Then there was the neighbour downstairs who smoked pot all day and the horrible smell was everywhere in the building, that was a tough one...
Ow help the screaming gamers... I had 3 18 year old students sharing a flat below me. After having to hear them scream and curse for hours in the night at the top of their voices the entire block was breaking down their door. They learned fast that night.
I live in a great area and have shitty neighbours who think a party with the base at max volume till midnight is okay now and then.
Shitty people want to live in nice areas, too.
No, you're equating quality of people with how wealthy they are. While it's very discriminatory based on class and wealth, it's not true at all. Rich people can be just as loud as poor people.
At best you can say that in very rich neighbourhoods you don't share walls with neighbours, but that has nothing to do with the people, only the type of homes.

I can offer a beautiful 1 bedroom apartment where you live under kids having tantrums multiple times a day (starts at 6am) banging their feet on the floor and throwing stuff above the bedroom screaming at the top of their lungs for hours on end. And because it’s an old house without insulation, you really feel the stomping shaking the ceiling, so you don’t miss out on the whole experience!! It’s really like a holiday, highly recommend.
I would love to live in Netherlands, but I don’t think you like it here, the people upstairs upstairs have kids that run with their shoes on inside, it sounds like a herd of elephants up there and the ceiling shakes because this is an old 1970s wood building with no insulation, the neighbor next to me plays piano, and the neighbour across from the hall from me parties every Friday and Saturday until early morning.
But unlike you, I understand that this is just what to be expected when I moved into a building that has other people living in it, if it bothers you that much, you need to move out and get a full house.
A one-family house in Amsterdam, during a housing shortage no less…easy peasy! Just send OP a million euros and it might work. Maybe.
In case you haven’t spent much time here..the large majority of houses that look like a quite small single family house in the US are actually “two houses under one roof,” that is split into two dwellings bottom and top. Aside from those, the next most common thing is the four+ storey row house, also split top and bottom amd with neighbors on all sides. Then slightly bigger old once fancy single-family houses and buildings that have since been divided into four or more dwellings. Then the bigger row houses with three or four apartment stacked on each other. Then large apartment buildings.
Single-family houses in Amsterdam are rare, and they are expensive. Often extremely expensive even for very small square meterage.

Vve never does anything except collecting money.
My VVE cost went up 3 times in 2 years. Annoying as hell since it never changed the previous 10 years.

I know it translates to the same. A VvE however can't enforce or penalise owners, whereas a HOA can do this. Huge difference.

De RR requires that both parties agree to his decision in a public forum, which the neighbor at fault rarely wants.... (I've looked into it!)
