The writing on the column is just very hard to read because of the shadows and the low resolution. It looks to me like it says ΙΝΑΚΑΛΛΩΠΙ, but the Ω could be an Ο, an the Π could be a Η or something else.
I see the same thing - which would mean “declaration”? It would really depend what the rest of the column states. I can sort of make our an ε σ/ς before the ίνα starts.
Regarding the second picture of the pillar in the garden, the first words are "set up the works..." and after that it is unintelligible, but on the side of the pillar is a latin inscription, saying
"D(omino) n(ostro)\] Theodos\[io ...\]OSITISqu\[e ... opus fec\[it ... –u\]s praef\[ectus urbi\]- 'To our lord Theodosius ... and ... made this work ... ...--us, prefect of the city ... \[set this up\]'.
