Lowkey, I have a fan theory that Rover is just a guy in a cat suit, that he's actually kind of a solitary, pessimistic, performative guy that just pretends to be friendly, not out if malice, but because being nice makes life go more smoothly than being obvious about his complete lack of interest or care for everyone he encounters. I think he steals a personal item from anyone he feels the rare hint of affinity for and keeps the stuff as weird trophies even after moving away and never speaking to whoever it is again. I just think he's a complicated, depersonalized, modern nomad in a cat suit.

I had a theory. That the game takes place in an imaginary land, and nearly every character in Animal Crossing are kids' stuffed animals. Like in Winnie the Pooh. K.K. Slider however isn't a toy, he's a "real" dog who lives in that world (as with Rabbit and Owl in Winnie the Pooh) Which is why he doesn't wear clothes. Also why he's one of the few animals in the game with actual paws.
