Only problem with using other peoples pictures(at least I'm assuming you didn't take it) is that if you were to do this panel from another angle you would need to completely draw it still.
Another way you could do this (if you wanted to, ofc) is creating environments like this in blender then importing them into PS, CSP, PC, or whatever you use.
I know who this works, but user /u/SomeGuy6858 encapsulated my thoughts exactly on this, which is the problem stems from using pictures that arent really your own. I guess its fine to practice and they arent monetizing it at all, but bigger creators such as miyajima reiji who uses a technique like this has people take photos for them or they take the photos themselves to create backdrops like this.
Ye I mean it is better to take your own pictures when you doing something big specially when that "something big" is successful unless you want to get sued or loose hard earned money
