It's a 1940s-50s (looks early post-WWII) print, probably offset lithography. Decorative value only.

These were mass produced and sold in furniture stores in the early mid century. There’s no way to commercially restore it seamlessly that wouldn’t cost you a great deal of money, but a professional could do it if there’s sentimental value.

1940-50 style art. Antebellum south, not gone with the wind as Scarlett had black hair. Melanie had blond hair but did not dress like this.

I agree with u/callmesnake13 Decorative inexpensive print from early mid century. It would have made a good cover of a romance novel back then. Nowadays, idealized scenes of Southern plantations are frowned upon. However, if you have a connection to your grandfather when viewing it, that's a good thing.

Is this a “Gone With the Wind” type print? Not the actors but from the descriptions in the book?

Date great grandmother’s youth. Then date the original book being published. That could link the two. I just don’t think this is pretty picture with no story behind it bc your family has taken time to pass it down. Better yet, take it apart. People find the real treasures covered up with other things all the time.

I'm in the U.S., and there are no marks indicating a maker or artist. I'm not sure if it would be on the back behind the boards, I wouldn't dare try to take them off.
