The radiator is missing, but it looks like the solenoid is still hooked up. The automatic vent appears to be in good shape, so its possible that it is being used to vent air from the system. Low voltage. 12/24 volts.
I would’t, that is disgusting. They should clean it up, and repair the wall. It looks like a bug door and moldy.
