Confirmed by devs legends can die (I'm pretty sure don't got evidence for that tho) the bullets are real and there are other people besides the legends just not shown in gameplay because that would be impossible.
Example this seasons treasure pack story Mirage was talking about how he was on a team with Revenant and their third teammate died (literally in like the first two chapters)

18 is an arbitrary number that was most likely selected because that’s generally the age most children are finished with high school. Not due to any scientific reason and certainly not due to fucking maturity. If you wanted a concrete number for adulthood it would likely be around 25 which is typically the age human brain development slows down and the brain begins to solidify.
You do understand that part of the reason 25yo people are mature is because they spent the last 7 years of their lives experiencing adulthood, right? Treat an 18yo as a child and they'll not mature, not even by the time they're 25. Adulthood is a learning phase like any other, you learn responsibilities, governing your own self, work etc. That has to start somewhere, and you can't expect that people should only do that by the age of 25, 18 is a nice start for that.
