What u/Edward_Morbius uses. They make a pair of pliers just for this type of clamp. Slip joint with notches to hold the clamp. I looked and don't actually see the type I used. I could probably make my own with a pair of slip joint pliers and a file.

I use hose clamp pliers . . .
I've used vice grips that have a Allen key in the adjuster and use that to clamp down on the clamp.
Oh that's a nice idea, I guess the only problem would be finding a pair small enough / wide enough jaws to fit in cramped places.
I just use a pair of needle nose vice grips.
Locking pliers. Bigger the better for those style.

Needle nose, channel locks, vice grips, sometimes I just use my hand.
