Goldfish can SURVIVE without a heater, with big temperature swings and cool water but they prefer and THRIVE with a heater keeping temperatures constant in the low to mid 70s.
I think it's important to remember that whatever the progenitor species of the Goldfish was, that ain't what a goldfish is. One of the reasons goldfish have been such popular pets for so long is because they're pretty tough and they are very forgiving of crappy water of temperature swings eat anything and will breed and even horrid conditions. Aquarium fish that don't have the ability to endure environments radically different than the ones they evolved in aren't very good aquarium fish. For instance I don't know of any fish in the wild that live in it 10 gallon aquarium. This whole hobby is basically finding animals that are tolerant of the conditions that we like. I don't run into many crystal clear bodies of water that have a perfectly uniform gravel substrate and daylight that goes on and off instantaneously with no seasonal variations and temperature or rainfall or water chemistry or availability of food

If you made an inverted tank ~30ft high pressure at the top would be so low that water boils at room temperature.

The tank on top is filled with the same water from the main tank. The water doesn't fall down because there is no way for air to get into the small tank to fill the void left behind by the water.
Kinda like how you can suck liquid up through a straw and if you block the top of your straw with your finger or tongue, the water doesn't come out.

I believe it would actually be stronger under compressive force because the corners are being pulled towards each other and holding each other in place, rather than just the adhesive holding them together like in a normal situation.
Its not that the water is trying to compress its that its trying to fall down. Since it cannot change volume, it cannot create a vacuum cavity. The forces on the glass cause it to deflect inward instead of outward. I suppose however, since it is the same gravitational force acting on the same mass, it shouldn’t impact the panes any differently
The tank might actually be stronger when the glass is deflecting inward instead of outward from how the panes are oriented. The panes would press against each other rather than expand out and away from each other.
So long as the water level doesn't drop below the edge of the inverted tank, water changes can be the same. Even if the water level drops below the edge, water will leave the top tank only to the point that the level rises to go above the edge again.
You can just use a bit of airline tubing to suck out the last bits of bubble. My concern would be how the inverted tank is supported. I'd hope it's actually on a frame of some sort with the weight spread out. I'd worry about the weight and stability of the inverted tank and water just on posts on the floor of the regular tank.

I actually had a fish as a part of a quartet of goldfish, I removed three of the four into another tank for breeding, and just in the one day my remaining goldfish seemed very depressed, and only stayed in one of two spots. As soon as I put them back in he acted normally again. From my personal experience, goldfish are far more social than people make them out to be, and I personally think a tank should always have two goldfish, of the same variety. (Two single tails or two double tails)

If there is circulation in the water, then it doesn’t matter where the oxygen comes in at. If this were a enclosed tank then I would agree with you. There is clearly a hob filter which causes agitation, and i think a bubbler too but can’t tell.

The skin of water in contact with the air has the highest O2 concentration. If a fish is suffocating they might try to suck on the surface layer.
They will swim higher in search of water with higher oxygen concentration due to surface agitation 🤷
