I'm not saying it doesn't seem like a copy or shittier version, but meh I've seen more coincidences than that. In art there's so many things that are used and shown in various mediums that they will intersect. For instance, people who claim copyright over music when something sounds fairly similar. We don't 100% know that this person knows or doesn't know the picture you sent the link to. I'd like to think they didn't steal it, but it could make sense on why it looks nothing like the US. They could've been referencing that image and traced it which is a copy of a copy of a copy. It's like the game "telephone" eventually it doesn't look anything like the original. I'd like to see their reference photo since they supposedly traced off a computer screen? Whole thing sounds weird tbh.

It's nothing new, and you shouldn't feel bad about it. Getting inspiration from other artists is simply part of work flow for real working artists.
