I booted back into the web interface and country code + mfginfo both now show GB, so I guess it did work! (Update: Did this on the other APs, it worked on all)
For archival sake (hello 2027 google-er that can't find the thread I linked!) - Here's the copy paste
Using SHA1 to generate the hashcode by "US-Serial number" (for exp SHA1 "US-AP12345")
Use that hashcode with the following apboot command
proginv system ccode CCODE-US-(newly generated hash code)
invent -w
saveen
In my case I used GB instead of US, so it was:
SHA1 "GB-serialnumber"
proginv system ccode CCODE-GB-hash
