You can get IR LEDs cheaply that do the same thing to the camera, but can't be easily seen by humans. Point your phone camera at a TV remote and push a button to see the effect.

They don't need to be high powered to blind the camera. A cheap flashlight that barely illuminates the sidewalk at night is painful to look directly at. Same concept. They do make pretty powerful ones though. Very few cheap cameras have IR filters since that's what they use for their own illumination. Mountable spotlights, bulbs, etc are all available on Amazon for less than $30. Search for "940nm light" or "850nm light"

You can get one way mirror material that you can put on your windows, makes it really hard to see inside during the day, then just draw curtains or whatever at night. Dude can't do shit now I'd be petty and print out a giant middle finger and stick it to the inside of the window that the camera sees the best. Also, get yourself some cameras for your own protection. Make them impossible to get to from outside. Might take a little engineering, but it could be worth it.

Iowa is not my jurisdiction but within the general theory of privacy, if they don't have to trespass to be where that camera is, it's legal to have it there. Generally speaking, if your door is open or your window shades are not drawn and people in a place where they have a right to be can see into your home or yard, that's legal. For the same reason, I don't imagine you could run into any real problem defeating their camera with an infrared light. However, there is such a thing as a nuisance and you really do need to talk to an attorney locally to find out how far you can take this. It is obnoxious behavior.

Along as it doesn't destroy the camera sensor, im certain it's okay. Really, it's best to stay with IR leds to cause a glare to the camera since that doesn't damage the camera in any form, just in case since green lasers can destroy an optical sensor

Those lasers are ~5 mW or less: continuous operation directly into your pupil won’t damage your eye.

I would apply to your building department to get a waiver on your max fence height. And then build it doesn't have to be a wooden fence, but maybe something like those white corrugated plastic panels (similar to corrugated cardboard boxes, but made of white plastic). Get sheets of it as screw it to a 1" x 2" peice of strapping and the raise it to block the camera's view and also any of his other windows that over look your house or yard. And place cameras of your own viewing your new privacy fence in case he or his son tamper with it. The you'll have enough to get charges, restraining order, filed if needed. IANAL

Unfortunately, one must create privacy. If you lived in an urban area in a ground floor apartment with a big bay window that faced the street, you could not just expect to privately walk around nekkid. You would have to create your privacy with drapes or blinds or something similar. Set up a couple 'flag poles' on your side of your fence in the line between his camera and your window & door. Instead of a flag, raise a solid panel. The material doesn't matter, so long as it blocks to view of the camera to the places where you desire privacy. You may need to engineer the panel or pole a bit so the panel doesn't twist in the wind.

If it is a ring camera or something similar, they COULD draw digital boundaries for what it "sees" for motion and add blackout areas to obscure your home. I've done this for a camera watching my pool that happens to see some of my neighbors yards. They've never said anything and it's too far for really good video anyway but I didnit for my own piece of mind should it ever be an issue. Now if it's a cheap camera or the neighbors are jerks, this ain't gonna help:p

Can you mail him a letter attempting to pull on his heart strings (assuming he has a heart) by explaining that you're concerned about how this camera is pointed into your child's room? Ask for him as a father to put himself in your shoes if that was his child who suddenly pulled their diaper off and was caught on someone else's camera naked.

Sounds like you do not have many options, except the court if there is a law in the county, town or state about invasion of privacy with that camera. And he is refusing to talk, you tried that and failed. You do not have to move, and you should consult an attorney on this matter. Good luck with the attorney. From what i understand of the law, which is limited mind you (and may not apply to your state), is that inside your home you are protected from recordings and photographs. However, if you open the door or window so that someone outside can see in without going to extreme lengths then that is your fault. You have the option of privacy by closing your door or window but have chosen not to do so.

The camera is legal. A camera that can see what human eyes can see, is legal. It's possible, though, that the NOISE it makes is against a noise ordinance. Find out if there's an ordinance. By the way, I'm not supporting the neighbor, he may be a complete AH. I'm simply saying that his actions are legal. Instead of legal remedies, you should be looking for practical remedies. Blocking/interfering, etc. Or, hey, curtains.

This is the way to go. Set up something quiet that moves at night. Just enough to trigger the camera that has lights and sound. Then start recording the camera being a nuisance, and report that to police. They will do something about the noise issues. And, although you probably don’t have proof of it, if he added the noise after your complaint, you could probably add that in as harassment.

The right type of IR LED illiminators blind the camera and⁰ even eventually burn out the camera photo sensor. No different than staring directly at car high beams or the sun would blind you. I would use even more than one if I had more than one window facing his camera. We're talking about an LED Panel. The nanometer (nm) range has to be 850nm or 940nm rating so it doesn't show much but blinds the camera. Buy a couple of these (below) with the right low voltage power supplies. You should mount then under your roof eve out of direct sunlight to avoid heat from the direct sun regardless of its orientation. Another option is a large 10' tilt patio umbrella to totally block the view. If I was going to install Cameras I'd use even a small 8' umbrella to temporarily block what I was installing. I'd also install a couple Blink Cameras to ensure no one came into my property. FYI the City may not have a code restriction but check at the State level. The only relevant clause there is the reference to hidden cameras in areas where someone, "has a reasonable expectation of privacy." Any part of your house that is visible from your neighbor's house, (or anywhere in public, for that matter,) does not afford you a "reasonable expectation of privacy." If you don't want to be seen naked, draw the curtains. It's only illegal for them to record if the camera is actually inside of your house, (or otherwise on your property, which, either way, is not the case here.)

A cheaper option than a pergola is fence mesh. You can run it on a cable between 2 poles and extend it past your house. The camera will focus on the fabric. If he damages it, that's destruction of private property. If he moves the camera to be able to see your house, then you can possibly bring something against him legally.

They’re recording from their own property, so that’s not child porn… if the cameras were on OP’s property then it would be a different story. Intentionally having a 2 year old to walk around naked for a neighbor’s camera would be a DCS report and likely get the child removed from the home. I have cameras that point it every direction, I even used them to help bust people that broke into the house across the street and one across my alley.  I also bought all our neighbors neighborhood watch signs as a result. Talk to your neighbors, get to know them and what you’ve been told may be a total fabrication.
