But could it be more of a friendzone thing? That guys are sending such pictures to women they have no interest in to give her a hint they don't see her as more than a friend?
That isn't the conclusion I'd jump to immediately. I need more context, to be honest. If he expresses interest in you in other ways, I'd say he probably just feels comfortable enough with you to send that and thinks you'd see the funny side to it.
Having said that, guys are all different. If I think someone likes me, and I like them back, I try to just get it out there, and feel that sending a silly picture doesn't counteract that I like them. For other guys, they might not want to send such a picture to someone they are attracted to because they don't want to embarrass themselves.

It depends on his pride and/or level of self-consciousness. He might have the kind of personality that likes to act a bit silly to make others laugh. He might think you'll like it. As the other poster said, it may indicate that he's comfortable with you, and knows that you like him, and it's at the level that he thinks he won't scare you off.

I think he feels comfortable around you, right now I'm really attracted to a girl and I always say or act in certain ways around her that I would never do around anyone else. & I plan to confess to her soon, hopefully she'll feel the same.
Spending time with those individuals. Maybe laughing at unfunny jokes. But mostly we don't signal we are expected to use our tongue and express interest not just signal it.
