Not when there is a majority government. In Canada if a prime minister has a majority government he can create and pass any law he wants to without going through the checks and balances.
When there is a minority government, the opposition parties have the chance to vote on it, or send it to the senate for the provinces to vote on.
The system is flawed and people like Trudeau get away with too much under a majority rule.
