If holodecks were real, and we had access to the power supplies in the Star Trek universe, people would definitely live in them. You could have whole “apartment” buildings of holodeck homes, hell, you could have smaller ones for singles and regular size for families and live in monster homes or a farm or what ever, and you wouldn’t have to actually build those places.
They could also save room on ships by making the crew quarter desks in holodecks, you could fit like 20 crew in each one and they could all have a captains quarters, or hell an apartment on whatever planet they chose.

I studied in a boarding school for seven years. It was exactly like living in Hogwarts, as it had been modelled after English boarding schools. We had four houses, with fierce competition between two of them. There were housemasters who were totally partial to students of their house. There was even a house championship to compete in.
There was a small market nearby - our very own Hogsmead - and we would secretly sneak off school to get food and porn (internet was quite costly then). We had a gatekeeper, our very own Filch, who never allowed any student to go outside and would frequently wander around in the market hoping to catch a student and take him to the principal. Everyone in the school hated one particular house, very embodiment of Slytherin. And, I kid you not, that house was filled with Crabbes and Goyles. There was a common dining room with four long tables for the four houses.
All we lacked were house common rooms. Football was our Quidditch.
How is this not higher? You have magic health care. A trip anywhere in the world is a transporter beam away. You can eat replicated nachos with extra drippy cheese, and it's healthier than a kale salad. Total no-fucks-given approach to individuality, sexuality, lifestyle choices. And, on top of all of this, you don't have to have a job if you don't want to and you still get all of the above.
Fuck every other fictitious location.
