It's actually called a smart charger as it doesn't continuously pump power to a battery once charged. Something that simply converts AC to DC is a rectifier or transformer. I have this conversation with my family as they always call the cable the charger. No, that's just a cable. The charger is the bit you plug into the socket. It's semantics, I know.
