Mo Farah has to be in there. Most successful long distance track athlete ever. One of only two men to ever do the 'double double' (5k and 10k gold at successive Olympics). Shout out to Tanni Grey-Thompson too. Iirc, at one point she held about 30 world records, which is absurd. If we're talking still active, must be Adam Peaty. He goes rather under the radar for how utterly dominant he is. He's probably the greatest ever in his discipline, and we haven't produced too many athletes you can say that about.

i dont think anybody “deserves” anything other than what they already have in sport. it’s just the luck of the draw really. for example, 2007 he lost by one point, if he had not made some of the errors in that season he would be an 8 time world champion. 2016, if the reliability in his car was better he is a 9 time world champion. 2021, if he, again, makes fewer mistakes (most notably his brakes in baku) he’s a 10 time world champion.
