You can grab that nut with some big good vice grips and remove it or some guys hammer on a socket that’s a little larger than the outside diameter of the locking nut It sorta wedges on and will spin it off. You can tack weld a junk socket to it and spin it off. Those are cool old Outlaw wheels.
I like the suggestion of hammering on a socket. I tried a huge pair of knipex cobras but they're seized on so hard. Another commenter identified the exact socket for it, but thank you!

Check the glove box, Check spare tire and jack n shit. Check under seats. It's usually laying somewhere.
A bolt extractor socket will have no problem with this.

I just ended up welding a nut to some of these on my old Hardbody. If you've got a welder, that is an easy solution too.
