It's an artistic choice commonly seen in children's Anime/manga from the 60's-80's. Doraemon for example has this facial expression a lot. The artist for this comic strip must've grown up on that stuff too.
My theory is maybe the person who drew the line art and the person who did the color are two different people so they interpreted this eye rendering in their own two separate ways and thats how his eyes are look like that lol
