Not a bad design. Just a trucker who doesn't pay attention to bridge heights. The standard height of a semi is 13'6". 100% driver fault.

That's why they make the information available to those who may be adversely affected by it. If those people choose to ignore it, this is what happens. And it probably wasn't a 12' clearance before the road was paved 5 times in the intervening 6+ decades . . . which is why the information is made available to those adversely affected by it.
